Why did Franklin County Treasurer, Democrat Edward Leonard, move the jobs associated with processing Franklin County real estate tax payments outside the county? Could he not have found a bank with a lockbox system in Franklin County rather than in Cincinnati? Those individuals employed by the bank who do this work will not be paying taxes (employment, real estate, etc.) to Franklin County.
